NEWS FLASH - President Roosevelt speaks to the Congress and American nation:
"Yesterday, Dec. 7, 1941 - a date which will live in infamy - the United States 
of America was suddenly and deliberately attacked by naval and air forces of 
the Empire of Japan."

"I ask that the Congress declare that since the unprovoked and dastardly attack 
by Japan on Sunday, Dec. 7, a state of war has existed between the United States and 
the Japanese empire."

On December 11, the German chargs d'affaires hands the following note to the State Department:

"The Government of the United States having violated in the most flagrant manner 
and in ever increasing measure all rules of neutrality in favor of the adversaries 
of Germany and having continually been guilty of the most severe provocations toward 
Germany ever since the outbreak of the European war, provoked by the British declaration 
of war against Germany on September 3, 1939, has finally resorted to open military 
acts of aggression."

"The German Government, consequently, discontinues diplomatic relations with 
the United States of America and declares that under these circumstances brought 
about by President Roosevelt Germany too, as from today, considers herself as being 
in a state of war with the United States of America."

SCENARIO INFORMATION

Objectives

As the American player, victory is dependent on the number of objective cities held at
the end of the game, i.e., September 1945. Each wonder counts as an additional objective.

Scenario Parameters

 The following terrain is impassable to ground units: Mountains, Tundra and Desert.
  The purpose being is to prevent the AI's ground units, as much as is possible, 
  from wandering far and wide without rhyme or reason.

 Government switching has been disabled.
%
 You cannot obtain technologies by conquest.
%
 There is no pollution.
%
House Rules

There are five house rules in this scenario that I recommend humans players 
adhere to:
%
 Firstly, changing city names is not permissible. A number of events apply to 
  specific cities and altering names will render them inactive. 
%
 Secondly, pillaging of roads is prohibited. 
%
 Thirdly, given the limited time frame of the scenario, three and a half years, 
  the building of new cities is prohibited.
%
 Fourthly, it is forbidden to rush buy or re-home Freight units. 
%
 Fifthly, it is forbidden to base B-17 or B-29 bomber units on aircraft carriers. 
%
 Sixthly, it is forbidden to transfer ground units from one naval transport unit 
('Freighter' or 'Liberty Ship') to another in mid-ocean. 
%
 Optional, it is forbidden to launch atom bombs from aircraft carriers to attack 
cities. Such attacks may only originate from cities or airbases.
